Only with a decisive crop. At 16×16 there is room for about one recognisable shape, so a tight portrait or a single high-contrast object reads while a landscape does not. Crop first, convert second.

No. ICO entries are square, so a 3:2 EOS frame is fitted onto a square canvas. Crop to 1:1 yourself if you want to control what survives rather than leaving it to the conversion.

The format does — ICO stores 32-bit colour with an alpha channel. A CR3 supplies no transparency of its own, so the icon is opaque unless you remove the background before converting.
