Only for a disposable preview. GIF permits 256 colours per frame while a 30 MP Canon capture holds millions, so skies and skin collapse into visible bands. JPG, WEBP or AVIF all keep the photograph intact.

Usually not. GIF compression is built for flat areas of colour rather than photographic noise, so a converted Canon frame often produces a file larger than the equivalent JPG while looking considerably worse.

No. A CR2 holds one exposure, so the result is a single static frame. Animation requires multiple source images, which one Canon RAW file does not contain.

That is dithering. Reducing millions of tones to 256 would produce hard bands, so the encoder scatters the quantisation error as fine noise to disguise them. It trades visible banding for visible grain — neither is ideal for a photograph.
