Yes for most uses. The decoded DNG is embedded at full pixel dimensions with 150 DPI page geometry, so a 48 MP Pixel or Leica frame prints cleanly at A4 and beyond. You can request 72 to 600 DPI, which sets page size rather than resampling.

A PDF wraps the image rather than replacing it, so the file carries the full decoded photograph plus document structure. A DNG that would make a 3 MB JPG often produces a 7–10 MB PDF. Lowering the quality setting shrinks the embedded image and the PDF with it.

No. PDF stores the rendered 8-bit result, so the sensor latitude that makes a ProRAW or Pixel DNG worth keeping is discarded. Archive the DNG and use PDF only for sending a fixed layout to someone else.
