Only if the subject survives being tiny. An ARW frame reduced to 16×16 keeps roughly one recognisable shape, so a tight crop on a single high-contrast subject works and a landscape does not. Crop the photo first, then convert.

No. ICO sizes are square, so a 3:2 Sony frame is fitted to a square canvas. Crop to 1:1 before converting if you want to choose what is kept, rather than letting the conversion decide for you.

It is unusual. ICO exists for Windows application and favicon use, and a camera RAW file is an odd starting point for either. It works, but a purpose-drawn graphic almost always makes a better icon than a downsized photograph.
