Only with a tight crop. At 16×16 a photograph has room for roughly one recognisable shape, so a single high-contrast subject reads and a landscape becomes mud. Crop to the subject first, then convert.

No. ICO entries are square, so a 3:2 Nikon frame is fitted onto a square canvas. Crop to 1:1 before converting if you want to decide what stays in frame rather than leaving it to the conversion.

It is, and that is fine — the conversion downsizes cleanly. Just be aware that ICO is built for Windows application icons and favicons, where a purpose-drawn mark almost always reads better at 16 pixels than any downsized photograph.
