Yes, in any application that reads HEIC — Apple Photos, Preview, Affinity Photo and recent Photoshop all do. Remember it is an 8-bit rendered image, so it does not restore the editing latitude the CR2 held.

Windows 11 shows HEIC in Photos and File Explorer. Windows 10 needs the HEIF Image Extensions package from the Microsoft Store first. Send JPG if you cannot confirm what the recipient is running.
